In addition, he announced that from the budget of 6,000,622 million pesos for Durango in 2011, for the first time in history an unprecedented increase was achieved in the budget of the Universidad Juarez by 124 million pesos. In 2010 the allocation was 555 million and the budget for 2011 will be 679 million. This budget will solve almost 50 percent the financial structural problem, hoping that in 2012, with a similar amount, it will able to resolve once and for all the inadequacy of the resources of the Universidad, he reiterated. And he not only did that, but he made the commitment to carry out the refurbishment of the gymnasium of the School, including a ring to practice boxing, hoping that it will be the birth of future sport champions of the university.
In this context he said: "The University will be given priority in my government and we will have to work hard so that the University can be maintained as the Maximum Study House, as it is not a purely educational being, but it is the spirit that is constantly in all university students. It is with these students that I pledge to work hard to regain the University greatness so it can continue being a great University with the greatest men and women in the whole state".
As for the Rector Luis Tomas Castro Hidalgo, he stressed that the actions of the governor Herrera Caldera offer confidence in the sense that we are going in the right direction. A university student that firmly supports his ideals and as Governor of the State has demonstrated with facts that he is the main ally of the Universidad Juarez of the State of Durango, because he has intervened with the authorities of the federal government so the UJED could get the resources needed to continue its institutional work.
At the beginning of the ceremony the old flag was incinerated, and the new flag handed to the flag squad, the unveiling of the commemorative plaque of the 50th anniversary of the foundation of the new building and the unveiling of another plaque that bears witness to the generation of students 1961-1965. All of these acts were headed by the state governor, Jorge Herrera Caldera, accompanied by the rector Luis Tomas Castro Hidalgo and the director of the school, Lic. Gerardo Meza Andrade.
