The teachers who received the payment for their academic performance scholarships manifested their approval and full support to the Rector Luis Tomas Castro Hidalgo for the effort he made in collecting the money. They noted, in addition, his willingness to amend the irregularity that was committed, and at the same time condemned the delay by two years and expressed their indignation, since they hadn"t been paid even though the resources were allocated since 2008.
Jose de la Cruz Pacheco, director of the Institute for Historical Research, expressed its displeasure because "the scholarships were always paid irregularly, but now we see the provision of the rector Luis Tomas Castro Hidalgo, and recognize the management that he"s doing and I am sure that he will continue promoting the development of professors of high-level. We go back, then, to the tranquility; although we were very upset about the retention of the payment of the scholarships, since I have been a researcher at the National System of Researchers for 14 years, therefore I deserve a good level and I haven´t been recognized".
Arturo Saul Juarez Reyes highlighted the action of the Rector, "because it gives us security to continue with our work in pursuing this scholarship which is really what we researchers are interested in. For that reason we recognize what is being done because it is good, especially for the new generations, so they can have a clearer picture of their academic future. Without a doubt this has been done due to the good management of our Rector," he said.
Manuel Jimenez Lopez, from the Faculty of Law, described the delivery of scholarships as "an excellent fact, because not only are we teachers, but researchers; therefore we recognize the commitment that has been done by the Rector for us, and have no doubt that it will be complied, because he is a Rector of commitments".
Upon delivering the last three tuitions of Institutional Program to encourage the academic performance, the Rector of the UJED, Luis Thomas Castro Hidalgo, endorsed the call of the university teachers for the infringement of their issuance in time and manner, because of an inexplicable reason. These resources were distracted from their purpose and during two years were not handed over to their beneficiaries.
On Thursday November 11 in the Classroom "Laureano Roncal" of the Central Building, more than a hundred professors met in a ceremony where the Rector emphasized that even though the resources allocated in 2008 turned into an unacceptable situation they were now handed over to teachers. He reiterated, "I share your indignation and I am committed so this situation will not recur in this University".
On the basis of this provision, Castro Hidalgo abounded in the sense that last Monday October 28 " we decided to publish the call to qualify the production for the year 2009, with the purpose of having the opinions of the applications by mid-December and schedule as soon as possible the payment of this support to the teachers benefited during the Semester "A" of 2011".
During the year 2009 of the Program of Incentives to the Performance of Teachers, benefited a total of 184 full time teachers, 168 of them through the regular budget of the program and 16 from the budget for high-profile teachers. The fund to reward the production of teachers in 2008, amounts to a total of nearly 24 million pesos, this is, 23 million 807 thousand 44 pesos, from which 19 million 875 thousand 960 relate to the program"s regular budget and 4 million 004 thousand 784 pesos to the budget for high-profile teachers.
The resources to meet this benefit relate to the financial year 2009, intended to reward the production of teachers in 2008. They were scheduled to be granted in a monthly basis since the month of April 2009, but inexplicably it did not happen.
Later, with energy and security to fulfill his commitment to the university community, Luis Tomas Castro Hidalgo asserted: "My aim was to regularize the exercise of these resources so that, starting in 2012 the calls can be published at the beginning of each year and are paid strictly on a monthly basis, because these are the instructions that we have from the Federation".
In this context, the Rector took the opportunity to reiterate his commitment to continue working "for our House of Studies and for each and every one of you, for our university community, and in particular for people like you who are one of the most important actors of the University job.
In a symbolic way the Rector, accompanied by the secretary-general, Ing. Jose Vicente Reyes Espino and Dr. Jacinto Plays Ramirez, director of Planning and Academic Development, delivered the scholarships to doctors Arturo Saul Juarez Reyes and Mayela Patricia Gallegos de la Hoya, from the Faculty of Veterinary Medicine and Animal Zootechnics; Manuel Jimenez Lopez, from the Faculty of Law and Political Sciences; as well as Miguel Arturo Reyes Romero, from the Faculty of Human Medicine.
On behalf of the professors benefited, Dr. Arturo Saul Juarez Reyes expressed his appreciation for the effort that the rector Luis Thomas Castro Hidalgo has done to regularize the status of the awards, "is an important stimulus for the academic work, which allows us to have certain family guarantees, but at the same time I want to say that we are always with an open mind, doing our best effort in response to the benefit given to us".
"Some of those who we are dedicated to the investigation can have the opportunity to meet some difficult cases generated by the time, while the resources that are needed are recuperated and obtained through the University. Therefore we recognize the effort that the rector Tomas Castro Hidalgo made by maintaining a program of this nature, and as for us, we will try to pursue our objectives in terms of quality criteria that are requested to us in the public universities of the country," he added.
